Should U.S. Territories Become States?

U.S. territory flags: Puerto Rico Puerto Rico is part of the United States, even though it isn’t a state. The same is true of several other island territories, including Guam and American Samoa, whose residents disproportionately serve in the United States military. Should these territories become full states so that their citizens have full rights—including the right to vote in presidential elections? What are the pros and cons?
